That is right. MonoGame itself is free to use on all our currently supported platforms.
Some platforms do require a commercial framework to sell your game on that particular App Store/Market Place. See below for more details.

All money will go towards hardware for testing, continuous integration build servers and helping core team members to promote and evangelise MonoGame, at game developer events around the world.
